1st guy is not pulling off the look JFL. Looks like he has a naturally high gonial angle with 90 degree jaw angle implants.

OK I looked him up, he looks good in motion/candids, just uncanny in the photos you posted.
tldr the people who pull it off have good features outside of the jaw.

cheekbone implants, 5% bf, thick neck. would he ascend with this?

You need to have extremely dimorphic traits to look good with this face shape. Thick neck, low set eye brows, Strong frame ect.

Facial harmony is very important, there is alot of space on such a minvraft face, for your features to really pop out, positively, but very much negativly aswell
