Why couldn't Rome's enemies copy their legions?

This always was wierd to me, the Roman legions decimated all of their enemies so well with very little casualties, why couldn't someone like the Germanics or Gauls notice after years of getting beaten just simply copy their armor, shileds, tactics, command structure etc. Just one german auxiliary escaping from the army can teach his whole people how the roman army works

But why couldn't someone like the Germans copy the whole look and tactics of the legions? Like the 6000 number, the armor, the centurion system, the engineering etc.

What has money have to do with this? Tactics don't require money, germans already had plenty of iron and chain mails. Why retarded? After seeing them getting crushed and enslaved by the thousands by the romans it doesn't look retarded to me

Yeah but if you see the casualties from 9ad to 180ad, you can quite easily see the Romans brutally beating the Germans time and time again, it's wierd that the Germans just didn't copy the Romans

i dont know much about that time in history, legions and shit, but imo, its like 2 boxers, just trading punches. Instead trying to use others weakness, just punching eachother to see who is the strongest and toughest.

I think that we could compare it to some of the more modern wars, where better and bigger forces couldnt beat smaller and weaker armies. Vietnam for example.

I think its similar to other very asymmetrical wars, like the british/american colonists against the native americans, the romans had an incredible amount of money, number of people, resources and technology like weapons and armor, and they were an organized well trained military. In order to copy the romans youd need all kinds of stuff that the gauls or the british or germanics did not have. Many of the more northern europeans didnt even farm, no way they could even begin to copy the romans
