No such thing as arched orbitals. He has really small supraorbital ridges so his eyebrows sit at a very high position, making his upper eye fat more visible than the average male (and perhaps female).
His hooded eyes are due to large supraorbital rims and average upper eye fat volume.

Such a polarizing effect this creates.

For having “hooded” eyes yes supraorbital rim size is more important (supraorbital ridges don’t affect hooding whatsoever).

For attractiveness, both are male dimorphic traits and better protect the eyes.

O’ Pry has both large supraorbital ridges and rims:

He definitely has a more conventionally masculine, smolder appearance to his eyes than Dicaprio does.

There are also other factors to this such as O’ Pry having higher cheekbones, more prominent nasal bridge, higher degree of glabellar bossing, and longer eyebrows (monobrow).
