Why did people used to talk different not that long ago?

Never heard anyone speak with this intonation IRL. It intuitively sounds like someone from the 70s to 90s range to me. It's not his diction either, it's definitely the tone to his voice. The 90s weren't that long ago it seems like you'd still hear people talk like this.
