Why do bad guys in movies never kill the good guy when he has him where he wants him?

For example, the scene would be like;

Bad guy fights the good guy. Knocks him down and the dialogue begins:

“You thought you’d win, John,” -cocks the gun- “but I guess you lose.” He laughs. “Any last words,” -he pulls the hammer on the gun back-

Some other good character comes and shoots the bad guy dead, then says some pun or says something that the bad guy said earlier.

Why?

It's to create tension, surprise, suspense.
If the hero destroys the bad guy then it's not that fun or thrilling to see it.
If the bad guy pushes the hero to the ropes or almost kills him it's more of a close fight

Yeah it's gigagay imo. I hate the unnecessary tension in movies, do shit ASAP, like for example when they just did something important instead of GTFO outta there they start talking or arguing and they get caught
