Why do banned users come back when the site becomes dead?

When the site is full off good and funny threads especially the offtopic many shit users just try their best to get attention and some are entertaining but the goated users stay out of the league and can’t speak their shit. Just like how @registerfasterusing self-banned and then decided to come back when the site became boring asf.
