Why do faces of some people with high fwhr look still narrow ?

For example this guy, has like 2.1 fwhr but still doesn't look robust

I started to think robust look is only and only about lower third

Another good examples for this case would be O'Pry and DePoot, both have 2.0 fwhr but still don't have that robust look
