I dont see it as being a sign of masculinity, I just find them as someone who is still understanding their gender. I know about the functionality of kilts and how they should be worn by men instead of pants, but objectively they dont fit a male silhouette. Testosterone gives men a T shaped silhouette so the natural response if youre a designer would be to enhance that. Kilts or skirts brutally nerf the male figure by balancing out the wide clavicles with a cone shaped bottom.
