Why do I feel like people who say nigger are less racist than people who don’t?

For example if I call a black dude a dumb nigger during an argument, I feel like that’s normal. But if a white guy is arguinign with a black dude and calls him everything except nigger, I feel like he’s just a cuck who doesn’t have the balls to say it but deep down he hates niggers whereas the guy who called him nigger doesn’t necessarily hate blacks
