Brow width isnt really soft tissue, it's related to how broad the browridge is
So is PFL, PFL isn't exactly soft tissue, it's 100% dependent on your eye socket depth, length and dimensions.
Mouth and nose width could just be inflammation or saturation of the tissues. Although mouth width is correlated with palate width and nose width is affected by the nasal cavity width [from the front ofc]

So in conclusion it's mostly a game of bones
Hence genetics, but, some development is present because thats how bone growth works
