Why do I keep thinking that people who don’t speak English are dumb?

In my eyes, anyone who doesn’t speak English is very naive and you can fool them into doing anything or lie about anything and they’ll believe you. I can tell them my dog ate my homework and they’d believe me

considering it's been the defacto lingua franca for decades, you pretty much do have to be dumb not to speak english at this point. i can't conceive of any reason other than being very old or living in very remote shitholes for not learning english through constant exposure to it.
