Yes your arms do look very lean, but it would help if you would show your whole upper body, usually single digit bodyfat is the golden zone for true hollow cheeks.

I personally think that canine fossa affects hollows but not to the degree that people think. Bones and bodyfat is the most important. I'd say that with good bones and a really lean face, you'll have decent hollows no matter what.

it’s not that i don’t want to it’s just that im 17 and buccal fat removal be expensive

try working out those cheeks and jawline with facial exercises - a few rounds of them daily might help sharpen the area up over time to give you that more defined look u want. Consistency is key lol.
