Why do lean gym guys always have bloated faces?

My guess is they are lean but overall they carry more fat than the average person, So like lets say I'm 190lb of muscle and 13% BF so the fat is like 20ish pounds if I'm 13% Bf at 150 that's like 10-8 lbs of body fat I'm I correct??? or low iq
