If we're talking about first world, then some of these "dirty" jobs are actually well paid, in others work mostly immigrants because they are better paid than in their country - they do them either to send money back home or until they get the citizenship, after that they can live easily on welfare, and another batch of fresh immigrants is brought to do the job...
