Why do people have to look into someone’s eyes as they talk to them

Who was the first person to do that and why? What’s the point. If you’re talking to someone, why not look at their hand or their neck or shoulder or anywhere else, why does it have to be the eyes?

I've started doing it to be more dark triad when you make a comment and look deep into someones eyes with a serious tone it freaks people out they take you more seriously
