No, you can't make such a claim on an individual basis, only on a population basis. The average person that graduates from College makes way more than the average person that does not go to college. But that is almost entirely because the average person that graduates from college is much smarter and motivated than the average person that does not graduate from college. College is used mostly as a filter for by corporations, they assume that the college filtered out the stupid people, very little of what is taught in college is applicable to the job most college graduates are hired to do. That filter was effective in 1970 when only 20% of highschool grads went to college, but in 2023 it is not very accurate.

In 2023 A stupid/mid person that goes to and graduates from a mid or lower level college in some non STEM field is not going to make more money over his/her lifetime than if he/she started work after high school.
