Why do people say GHK-Cu needs to be reconstituted in PBS?

When I look at the actually literature on this everything I read says that GHK-Cu is stable at neutral pH.
Below the study says the peptide was stable in water at pHs between 4.5-7.4. So why would it be a problem to reconstitute it in BAC?

its not a problem

most peptides are far more stable than people think

you can leave them at room temp for weeks with very minimal degredation
