In general everything they do is for the good of the citizens of the nation. Sure, maybe they don't care about you in particular but with millions of people that is an unreasonable expectation
Even things like mkultra were researching drugs that could benefit them in the cold war, which is a matter of national security. And similarly spying on citizens is important for self defense and anti terrorism
