Maybe it just looks like it due to the curved maxilla. If you have a concave faceshape the cheeks are around the most prominent point compared to a straight or even convex profile making them seem more developed

they haven't most of the time
better craniofacial developmemt better zygos

but good hormones/nutrition in rare cases could help your zygos even if recessed

I don’t know either, i’m probably recessed but my cheekbones are pretty prominent.
