prolly genetically preset to higher T in development. Just like how africans have more of the RR allele of ACTN3 than other races, it’s likely they or other races with commonly larger penises have a small genetic difference that has either more testosterone during prenatal development (in which case the women would have higher test) or more test during puberty.
