Why do they have such weird and tiny dog breeds in Vietnam?

While I was there, I saw dog breeds I have NEVER seen. And they were tiny, not kidding, there were what looked like miniature versions of even chihuahuas or pugs. I saw adult dogs that looked like poodle pups, and they all feared humans, never wagged their tails even for their owners. Is there some weird kind of dog breeding industry thriving there with an obsession for tiny k9s? The dogs fear their owners coz of fear of being the next meal (I defo remember dog meat in some wet market).
