Often its to fit into their clique and to feel unique.

Ofc many times it signals that they seek lots of short term partners (either consciously or subconsciously, it doesn't matter).

Other times, it could be part of some new age religious thing (again fitting into social clique).

Tattoos are common. Very NT behavior. Basically happening since the 60s everywhere. Yakuza-owned whores were typically covered in extravagant tattoos for some reason.
