Women (people) with rape fantasies in which they're the victim don't want to be raped. They find some aspect of at least one imagined scenario in which they are raped arousing. The thing you might find arousing is almost always overwhelming countered by the other things about rape which are extremely unappealing. Obviously one such thing is the danger if such a situation were to occur in real life, but there could be any number of factors.

The benefit of acting out a fantasy, either through pornography or play, is that you can isolate the arousing thing from the negative thing. There is (ideally) no danger posed to you in a situation. Similarly, a person who acts out an aggressive rape fantasy can isolate the thing they find arousing about such a situation from the extremely negative moral consequences of actually raping someone.

As to why people find any pleasure in such things in the first place is a difficult question, but it probably varies from person to person. I would be extremely wary of wide reaching theories which make judgements about the personalities of people with specific fantasies. Those people, after all, did not choose to be aroused by their fantasies. They are just trying to get by and live happy, good lives, the same as everyone else.

As an analogy, consider that many people might idly fantasize about being the lone survivor in a zombie apocalypse. You can fantasize about such a situation (and live it through books, video games, and role play) without actually wanting to be running from zombies. In the real world the negatives outweigh the positives, but in a fantasy there are no negatives. Similarly a person could fantasize about being a queen ruling her subjects and throwing exquisite parties without actually supporting absolute monarchy as a system of government.
