I think maybe this. Women have tighter skin and less facial fat.
This is why I notice younger teens and kids have ‘a better jawline’ than middle-aged men even tho their skulls are smaller.

I think as far as bones go, men have more bone mass but it’s harder to tell because most men have higher facial fat distribution and poorer skin quality than women.
Women have tighter skin and less facial fat so it makes it appear that they have a better jawline even though their bones are smaller.
