Why does this happen? They seemingly have perfect conditions to have at least 2 births per woman, like they did not a long ago.

Yet, they are far away from replacement levels now therefore needing foreign migration long-term with the consequences it supposes.

1.6 isnt that horrible of a birth rate its only like 0.3 from ideal. It was literally atl ike 1.8 a year or two ago. Scandinavian countries arent that much of hellscapes with birth rates tbf
