Why does incest not fall under rape when talking about abortion?

When people talk about acceptable exceptions for abortion they say rape, incest and endangering the life of the mother but wouldn't incest just fall under rape? If it's consensual incest then that shouldn't be an exception for abortion since they knew the consequences.

The problem is that if the offspring from a incestous relationship isn't sterile it will be able to pass genetic problems to the next generations

If relatives are doing incest they should be arrested instead imo
