No. The exaggerated curve is not caused by a lack of forward growth. The ogee curve is greater the more hollow your cheeks are. Anatomically your cheekbones don't have a region connected to the mouth at all. If you look at Khabib's zygos from frontal pics they appear full and rounded as well. They aren't merely laterally grown, that is. Khabib's curve is greater than Barrett's purely because his zygos are more grown overall, contributing to a stretching of the soft tissue causing that hollow region near the mouth.
