Why does motion make everyone look 10x better?

I have noticed this so many times in others and myself as well. When someone is in motion, even just a tiny bit for example live video webcam etc. Their flaws are non-existent. When the motion is captured and turned into a picture, their flaws magically appear out of nowhere.

It doesn't make sense, I tested this by going on my desktop webcam, and standing still while live and I look great, but the moment I screenshot and capture the moment, I look at the capture and it looks extremely different. The eyelids seem exposed instead of hooded, and eyes seem bigger instead of smaller, eyebrows seem to have less hair or color. Doesn't make sense.
