Why does my jaw come forward if I look down

This might be a really autistic question but whenever I look down my jaw will often times slowly jut forward, it'll feel fine but if I look up and try and maintain it then it'll start hurting. Is this normal? Is being able to jut in general normal or does this signify you didn't fully develop?

Poor facial development then. It has to do something with your maxilla because the mandible is the slave to the maxilla
