Why does some ppl look better with beard and some look worse with beard?

What exactly is it that determines whether or not you will look better with beard or without beard? For example Chico without beard mogs Chico with beard. Why is that exactly? Meanwhile some guys look better with beard vs without. Me for example I look better with short stubble compared to 5milimeters or more.
