If you see her features, especially from the side, she ticks all the boxes for having a good masculine face: prominent brow bone, prominent cheeks, prominent mandible, straight nose.

However, she still looks like a woman. Why is that? Is it the eye area? What specifically from the eye area?

It does make u look more feminine if u r not styled in long masculine hairstyles which she isn't. That combined with lack of eyebrows and short chin probably
