No because USA funded West Europe because of fear of communists actually the US wouldn't invest in them nor transfer production to those countries and they would become shitholes. Now there is no USSR so there is no reason to back up Europe. The main threat here is China so Trump wants to shift towards China and return production into USA. Europe isn't needed anymore.
