I understand why that's kind of confusing, because of the username, but no it's a separate dude who runs the account (It's not deemed a system or bot account, and it's not shared with any of the other staff members) and he actively uses it.

I wouldn't gain anything by redirecting users to that account if I thought it was a dead account. I would just ignore my PMs if I didn't wanna respond.
