Large cheekbones = large zygomatic arch (common sense). Typically it only really shows when it’s very prominent. For this the temporal process of the cheekbone must be flared.
This effect you speak of is very rare because it requires 2 rare, masculine traits (prominent cheekbones and flared zygomatic arch) or extreme leanness.
The temporal process is the cheekbone you see from the side and the maxillary process is the bit you see from the front.
In some people the temporal process is relatively far out compared to the side of the skull (temporal bone) and we can then say it is flared. The angle between the temporal process and the maxillary process is relatively large in this case. The less flared your zygomatic arch is the more acute this angle will be.
Obviously since this part of the cheekbone is connected to the zygomatic process (surface) of the temporal bone (the zygomatic arch) then the zygomatic arch will also be flared. It will protrude more sideways and stretch the skin more causing the hollow cheeks effect further back towards the ears.
