you would think that the harsh sentences would put people away from crimes yet its the opposite?

Asian countries in general have low crime rates relative to the population. They also have very high IQs. Generally speaking people with higher IQs tend to avoid violent crimes I believe.

Indonesia is low IQ and their murder rate is almost Japan tier
