For the same reason it is worse if a kid dies vs an innocent adult in an accident/shooting. It isn't, but the death of the kid is routinely emphasized because it produces a greater empathy response. "Genocide" produces a greater empathy response than "mass murder"

i get that killing people because of their ethnicity is bad, but genocide is used just as much to describe situations where people are killed because of ther political affiliaitons that stem from culture and ethnicity (which is entirely different imo)
