Looks determine confidence and confidence is what is being selected for.
It's not so much that short people aren't respected directly, it's that short people aren't respected when they try to act confident, and not being able to act confident indirectly harms their chances when politics and business values confidence so highly.

If you want short people to be taken more seriously, then you need to devalue confidence, which in turn requires understanding what it is that causes people to value confidence so highly in the first place. I suspect people value confidence more when things seem precarious, hence why proxies for confidence are selected for in
Multicultural societies (no social cohesion = precarious)
Boom bust economies (no economic stability = precarious)
Secularized societies (no unifying value system = precarious)
etc, etc.
