He's not "dumb" in the traditional sense which usually means low IQ.
He has nearly zero self control, lazy at times, emotional as fuck, doesnt have the stomach for violence and lacks common sense.
That makes him appear dumb to some folks.
He did piss me off quite a bit. If Walter had partnered Todd from episode one, there would be no series to make.
They'd sell dope without skyler finding out or hank fucking it up. And probably no more than 2-3 characters get killed.
