Why is luggage theft such a big thing in europe?

I remember finding this thing to be quite strange. I saw dedicated stores in Paris and Germany that take in luggage and store them safely in lockers for a price. I never knew luggage theft was such a thing. I personally didn't need to buy a locker because I had the dark skin halo and no one bothered me

One advantage of being a dark skinned ethnic or black in tourist places

Is that you'll never get robbed or pickpocketed in tourist destinations. I've travelled to many places and the only people who get pickpocketed are whitecels or lightskinned ethnics. The kind that looks like they carry a lot of money not Blacks and ethnics like me who look like co-workers...

I used a place like this in France. They’re not necessarily to keep it from theft. It’s more like if you have time to shop or eat before you check into your hotel or go to the airport or train station, you can drop your luggage off there so you don’t have to lug it around.

I remember around the eiffel tower there were bunch of gypsies trying to scam people they'd one guy distract them and then take away their luggage or pickpocket them when they are not looking
