Testosterone comes with melanin. Your T levels increase as you age. Everyone has lighter hair when they were younger and it gets darker as you age. Women have a lot less T so they retain the lighter color. That’s why blonde hair is often associated with youth.

Why do you think black men and women are perceived as more masculine? Making black women unnatractive and black men intimidating? Same reason.

Men have more testosterone and thus melanin on average. Men will have a little bit darker complexion than women starting at puberty.
