Why is this guy's face so bloated?

His face does not match his body at all, it's like his body is 12% bf, and his face is like 30%, wtf?

If you were in his situation, how would you fix it?

Maybe it's genetics, maybe buccal fat removal surgery?

asians store a lot of fat in their chfeeks, they need 6-8%(on tren) to look lean in the face usually

It’s not bloated. You can tell it has little fat. Just boneless.
