An average isn't always the middle of a rating, it is in consideration with the worldwide population.

Most people are a 4 on the PSL scale worldwide, in typical average Indian is like a 3 PSL and places like the Netherlands it is 4.5 - 5 PSL. So yes ¨officially¨ the average number is 4.5 but IRL the average person isn't a 4.5. The higher you go on the scale the crazier the looks level
