A striking eye area, for example, usually comes from a high contrast between eyebrows/lashes/ eye color and skin

I actually think a big part of this is hair though, most black people have type 4 hair, whichh has less variation in what you can do with it than straighter hair and changes are more subtle. I have 4b hair and even when it's longer and I cut significant portions of my afro off, white people ik say they don't notice a huge difference, whereas my black friends and family do. Hair does a lot in distinguishing appearance and if it's difficult to detect changes in that it might be more difficult to see differences person to person.
