Might be evolutionary, but I think it's just the fact that when you measure someone's height, you look at the top of their head (your eyes are below the top of your head, so that would be the 2 inches you're talking about), so you perceive them as taller, since you don't see the top of your own head, you just look at them from the perspective of your eyes
