Because they are trained to shoot in the face and chest, and if you do something, they will shoot you. It's not like other countries where some polices don't even have a firearm, in the US they are trained to shoot you in your face and chest multiple times till the threat is neutralized, that's why they shoot people on the ground too, their goal is to completely neutralize, and those shootings usually end with the suspect dying, almost every single time. They don't hesitate, and they WILL shoot you.
