Why’s every action movie do this?

The group of good guys is led into a weird tech room with screen and some know-it-all brings up a photo of some criminal on the screen and says something like:

“Warren Krueger. A mercenary. He was a former CIA agent who went rogue. He’s bad business. He needs to be stopped. But it won’t be easy”

And gives all his stats like he’s some video game boss
