When I look at my eyes from my phone camera they look super negative. When I look at myself in the mirror they look pretty positive. When I open my eyes really wide they look super positive which ever way I am looking at them.

Considering this, would the procedure that I really need be a canthoplasty, or is the real problem with my eyelids and I could get something done on there instead/first.

Also I have very very long eyelashes that could help contribute to making the outer canthus seem lower than it really is because the top outer eyelashes curl down and out.

I measured the angle and it said that it was 3-4 degrees positive but it looks extremely negative on close cameras when my eyes are fully relaxed

Firstly the camera can definitely alter how u see the tilt depending on the angle at which ur holding your phone.
Secondly, a three to four degree positive tilt is at the lower end of the ideal range for canthal tilt, meaning its not positive to begin with.

That being said, your issue is likely caused by negative hooding and u can fix it by getting an upper blepharoplasty. Cantho can be added later if u want to refine the eye shape further.
