both surgical and non-invasive yes, but the latter is only available to younger individuals when the mandible is still growing.

for adolescents the only thing that would definitely work is surgery to split the bone and stimulate bone growth, using force is unlikely to do anything with a fused jaw unless you are somehow still in puberty.
