Will a facial harmony above 90% usually put you automatically in hhtn or higher?

For example, if you take apart Chico's facial features, at most he will get lhtn, but because of his immense and near-perfect facial harmony, he is way above even cl, so will a facial harmony above 90% be(on the lower end) at least hhtn?
