Will Azelaic Acid help?

Does this look like hormonal acne, and do you think 20% azelaic acid (Skinoren) will help? Right now I’m using a cleanser, niacinamide, and a basic moisturizer.

Also, will it make my skin lighter? I don’t want that to happen.
